Meredith Kalman

Associate Attorney

Meredith Kalman is an attorney who represents federal employees and individuals in matters involving federal workplace disputes, security clearances, suitability determinations, agency investigations, and other issues arising at the intersection of administrative law, employment law, and national security. Drawing on more than a decade of experience in private practice and federal service, Ms. Kalman advises clients confronting significant professional challenges arising from federal employment and agency action.

Having spent her career both litigating against federal agencies and working within them, Ms. Kalman brings a distinctive perspective to her practice. Throughout her career, she has represented individuals before federal agencies, administrative tribunals, New York state courts, federal district courts, and federal courts of appeals in matters involving complex administrative, constitutional, and regulatory issues. Her practice has involved extensive engagement with federal agencies, Assistant United States Attorneys, and government decision-makers in matters involving civil liberties and administrative law.

Prior to joining the firm in 2026, Ms. Kalman served for more than six years in legal and adjudicative roles within the Department of Homeland Security (DHS). Most recently, she served with the Office of the Principal Legal Advisor (OPLA), where she advised agency leadership and government litigators on federal civil litigation involving constitutional claims, agency authority, liability issues, and matters affecting individual rights. Her work included litigation strategy, settlement negotiations, and the adjudication of administrative claims arising under the Federal Tort Claims Act.

Before joining OPLA, Ms. Kalman served with U.S. Citizenship and Immigration Services (USCIS) as both a Training Officer and Asylum Officer. In those positions, she adjudicated complex matters involving credibility assessments, fraud indicators, and national security concerns while developing and delivering training for federal adjudicators. She also served in leadership roles advising officers and management on adjudicative standards, legal analysis, procedural compliance, and national security concerns.

Before and after her service with DHS, Ms. Kalman practiced immigration law in New York, focusing primarily on humanitarian protection matters, including asylum and related forms of relief. Her work involved developing complex factual records and advocating on behalf of individuals seeking protection from persecution and other serious harms.

As a former federal employee and member of a federal employee union, Ms. Kalman brings firsthand knowledge of the institutional and workplace realities federal personnel encounter throughout their careers.

Ms. Kalman earned her Juris Doctor from Florida International University College of Law. She also holds a Master of Arts in English from the University of Vermont and a Bachelor of Arts in English from Southern Connecticut State University. A Fulbright Scholar, she is admitted to practice law in New York and is seeking admission to practice in Virginia.
